Learn about a new approach and process to thinking about the prevention of torture. A visual "tactical map" provides a concrete tool to help diagnosis problems and opportunities for action, develop strategy, and plan more effective tactics in combating the use of torture.

Erik Holst, ICAR Foundation, Romania, and the International Rehabilitation Council for Torture Victims, Denmark Douglas Johnson, Center for Victims of Torture (CVT), USA This workshop will demonstrate a new approach and process to thinking about the prevention of torture. The "tactical map" gives a visual image of institutional and personal relationships in which torture exists, and then uses that image as tool to help diagnose problems and opportunities for action, develop strategy, and plan more effective tactics in combating the use of torture. The diagramming process tracks a wide range of relationships and connection – victim, perpetrator, family, community, professions, associations, political, ethnic or religious affiliations, organizations, government and non-government agencies, international organizations and government bodies, etc. The diagram is then used to understand the tactics needed to interrupt the use of torture, and to carefully plan the tactic’s implementation. Each relationship can be viewed as an opportunity to begin an intervention. The tactical map provides a view of civil society as it relates to the situation of torture, however, the tactical mapping process is not exclusive to the issue of torture. A similar approach has been used in another context to map out the links that maintain political corruption. The work on the tactical map was a major intellectual impetus for the New Tactics in Human Rights project. Participants will have an opportunity to see a wider view of the inter-relatedness of the work to advance human rights while contributing new ideas and innovations to expand their own tactical repertoire to advance their strategies and goals.
