Title: Resources for Strategic Thinking and Tactical Innovation in Local Human Rights Struggles

Grant period: All activities related to the grant must take place between 01 December 2008 and 31 July 2009
The New Tactics in Human Rights Project of the Center for Victims of Torture is seeking interested partner organizations to share, adapt and apply New Tactics thinking, materials and resources in their country/region. This opportunity has been provided by a grant from the National Endowment for Democracy (NED): "Resources for Strategic Thinking and Tactical Innovation in Local Human Rights Struggles".
Eligibility Requirements:
- Must be non-governmental or comparable civil society organization
- Organizations must be eligible to receive grants from the National Endowment for Democracy
- Capacity and willingness to use the New Tactics website online community tools and resources to share project experiences and results. [NOTE: This requires access to a computer connected to the internet and basic computer-use knowledge.]
- Submitted budget must not exceed USD 6,000 (Note: Grants may be offered at less than the submitted budget)
Proposal Guidelines
The grant provides financial resources for the New Tactics Project to select and work with up to a maximum of eight partner organizations in the period from 01 December 2008 and 31 July 2009. Each selected partner would receive a grant of a maximum of USD 6,000. Proposals are also encouraged for projects that spend less than USD 6,000. These funds are intended to make it possible for human rights practitioners to share, translate, adapt and/or apply the New Tactics materials and resources for strategic and tactical innovation in local human rights struggles as well as share examples of innovative tactics with a broad range of people.
The grants will cover the costs of holding New Tactics-focused activities and/or translation of New Tactics materials into local languages. Eligible costs include the following:
- staff,
- communication costs,
- printing/photocopying,
- translation,
- meetings/conferences
- other relevant project activity expenses (must be specified).
Please note, in making its selections, the New Tactics Project will favor project plans that:
- Demonstrate clear goals and reach a significant audience to use and share the materials and resources of the New Tactics project,
- Reflect realistic costs related to the goals of the activities you intend to carry out.
Applicants are highly encouraged to explore the following areas when developing their project proposal:

- Local and regional outreach campaigns to media to broadcast stories of tactical innovation to advance human rights, bringing the concepts and concrete ideas to a much broader audience of the public.
Proposals will be thoroughly reviewed. New Tactics will select up to a maximum of eight partners based on a combination of the following primary criteria:
- Clear proposal and implementation plan. For example, a proposal focusing on dissemination will include an outline for disseminating New Tactics thinking and resources and an estimate of the number of people and organizations that will be reached.
- Organizational outreach capacity.
- Organizational history of building networks of exchange.
- Ability to follow up with a number of individuals who receive New Tactics materials, training, etc., to determine impact of involvement in the project.
- Proposed application of New Tactics resources and tools to a specific situation or issue the organization is addressing.
- Integration of a dialogue or exchange component on strategy and tactics for participants to share what they found to be inspiring, useful or were able to adapt and implement.
- Ability to dedicate additional in-kind and financial resources to the work.
- A clear evaluation component of the project; The proposal will identify key indicators to know if the project was successfully carried out.
Additional secondary criteria that may also be considered:
- Assessment plan to determine community needs of new tactics.
- Plan for continued contact with recipients of the information either through in-person meeting or through the use of other communication tools.

Support provided to Partners during the grant period
Throughout the grant period, the New Tactics project will play a role in supporting and sharing the work of the selected partners with the New Tactics community, other organizations, networks and individuals.
The New Tactics project will conduct at least one formal orientation and training session for the selected partner organizations. The training will enable each partner organization to become familiar with NED grant requirements as well as the New Tactics materials, tools and training modules currently available. This initial general orientation will take place via web and/or teleconferencing within the first month of the grant period.
