Monitoring the progressive realisation of universal access of socio-economic rights in nation states can be a complex matter, requiring the construction of proxy indicator indices whose complexity means that all but the most technical minded people are able to understand or use the resultant tools.
Currently in South Africa we are considering how to build a tool that is easy to use by civil society,. by oversight bodies such as parliament and the Human Rights Commission, and that can guide policy makers.
Right now we would welcome a dialogue around meathods that can be explored for such a tool to enable the progressive realisation of our socio-economic rights to become a path towards universal access.
