Building allies with government institutions and port communities to prevent human trafficking and protect victims

Visayan Forum, Inc. (VF), in co-operation with the Philippine Ports Authority, runs eight unique halfway house facilities in strategic ports throughout the country’s archipelago. In addition to providing center-based services to vulnerable migrants, this partnership helps to intervene to combat human trafficking in these seaports by intercepting potential victims of trafficking and apprehending suspected traffickers.

Emancipation Network ImageChildren, sold and forced into servitude. Girls and young women abducted, "broken", and then used as sex slaves within exploitation networks that span the globe. Multiple wounds and trauma, the unforgettable pain and despair.

In the mid-1980's, I volunteered to help start a local chapter of the Allilance for the Safety of Prostitutes (ASP) in Montreal. The idea was to gather from those working the streets, descriptions of violent customers, complete with car make and colour, plate number, what they wore, recognizable features, etc. These were then compiled, typed up and distributed as the weekly "Bad Trick Sheet", along with tips on how to watch out for each other. In time, the work was taken up by women activists, and then by self-described "whoreganizers".

From prevention, intervention, and cooperation, all are important in the interconnected nature of the human trafficking problem. The many different organizations, each with a distinct purpose, must each fulfill their role in order to eliminate human trafficking. This dialogue is a space to share tactics and methods that are having some impact and success on the issue of human trafficking as well as discuss alternative and creative strategies that could be applied locally and globally.

Collaborating with the border police to prevent trafficking

Maiti Nepal works closely with the Nepali government to improve the interception of trafficked women and girls. Maiti Nepal’s staff assists the border police by interviewing every vulnerable girl and woman who crosses the border while their traveling companions are interrogated by the police. Maiti Nepal also operates transit homes along the Nepali and Indian border in order to provide shelter and services for the trafficked girls and women identified through their intervention. Maiti Nepal’s border guarding operation has not only rescued hundreds of potential trafficking victims. The tactic has also resulted in legal proceedings against human traffickers, putting pressure upon local administrations to take action against the criminals.

Using a surveillance team within brothels to rescue trafficked girls

A local-level association of sex workers utilizes a surveillance team from within a sex brothel to watch for and prevent the trafficking of under-aged girls.  When the surveillance team composed of senior inmates sees a suspicious activity occurring, they try to obtain background information from the under-aged girl.  The surveillance team then notifies the sex workers’ association.  Based on that information, the association sends a trusted person to the girl’s parents’ or relatives’ house and notifies them of the whereabouts of their daughter.
