Measurement tools for the progrssive realisation of socio-economic rights are essentail in holding the executive to account. There are a number of tools that we have seen that aim to provide such a measure, but are reallty for experts, with complicated indices made up of proxy indicators.
In South Africa we would like to develop such a tool to assist fellow CSOs, parlimantarians and the human rights commission, and also to act as a guide to policy makers who have to make decisions about programmes and policy design.
It would be very helpful to have insights from people in this group to assist us develop this concept.
