Norah Niland has spent much of her professional life with different parts of the United Nations system in field and Headquarter positions. She was mostly preoccupied with crisis-affected populations and primarily in relation to protective humanitarian action and human rights activities in crisis and transition environments.   During her last UN assignment, Norah was the Director of human rights in UNAMA (UN Assistance Mission in Afghanistan) and Representative of the UN High Commissioner for HR (2008-2010).   Currently, Norah is a Research Associate at the Centre on Conflict, Development and Peacebuilding (CCDP), The Graduate Institute of International and Development Studies in Geneva.   Norah also works as an independent consultant on a range of issues.  In this connection I co-led the “Whole of System Review of Protection in the Context of Humanitarian Action” (2015) commissioned by the IASC Global Protection Cluster to identify issues relevant to effective protection outcomes.  Recent publications include Protection in the Context of Humanitarian Action, Challenges and Opportunities, Feinstein, Tufts University, HPG, King’s College, December 2015
