Our History

All over the world people are creating new approaches to advance human rights. Innovative tactics emerge from many human rights movements – such as women’s, environmental, labor, peace and solidarity movements. These advances have been valuable for specific local struggles. Yet they are not well known outside their community or regions. New Tactics strives to share these advances to inspire more innovation.

The History of New Tactics in Human Rights

Over almost three decades, we have dedicated ourselves to strengthening the work of everyday activists, advocates and human rights defenders.

In 1996, New Tactics in Human Rights emerged from the Center for Victims of Torture’s (CVT) own experience as a creator of new tactics. As a treatment center for survivors since 1985, CVT also advocates for the protection of human rights. CVT advocates from a unique position – one of healing and of reclaiming civic leadership.

CVT launches New Tactics in Human Rights, building strategies & tactics for activists

1998
CVT-New Tactics and OSCE

CVT-New Tactics and Organization for Security and Co-operation in Europe (OSCE) convening.

Activists and experts in the field of torture used the first version of the tactical mapping tool. The tool was used to explore the complexities of combatting torture.

1999
1999 – 2004

Tactic Research

Documentation of tactics from around the world that spark ideas for innovation. Published 2004 in the award-winning book, New Tactics in Human Rights: A Resource for Practitioners

(translation available into 19 languages)

 

Five regional gatherings of activists to share and collect innovative tactics

(Eastern Europe and Turkey, Africa, Middle East and Eastern Mediterranean, West Group, Latin America

Each gathering documented tactics that are featured in the In-Depth Tactic Case Studies)

 

New Tactics in Human Rights International Symposium (Turkey, September 2004)

The event gathered 450 activists from more than 80 countries. The event emphasized cross-sector exchange and collaboration. It featured new tactical approaches for activists to learn from each other. Fostered international networks of innovation. Trained activists in specific tactics of interest.

2005
2005 – 2010

Asia Regional gathering marks the beginning of the New Tactics 5 Step Method (Thailand, 2005)

New Tactics responded to activists’ request for tools and skills to foster strategic and tactical thinking.

 

On-going Development of the New Tactics 5-Step Strategic Effectiveness Method

Workshops in Africa, Asia, Central America, Europe, former Soviet Union countries, and the Middle East.

First Training of Trainers cohort in the Strategic Effectiveness Method in MENA region (2010).

 

New Tactics Interactive Website (2007)

Beginning of the online searchable tactics database. New Tactics online conversations to engage community members in topics and tactical exchanges.

 

In-depth Tactic Case Studies (2004-2010)

Completion of 49 case studies from regional workshops and partner submissions.

2011
2011 – 2018

MENA Regional Office

New Tactics opens a regional office in Amman, Jordan. New Tactics 5-Step Strategic Effectiveness Method trainers provide training throughout the region in Arabic.

 

MENA Regional Office Online Engagement with Activists

MENA Regional Office launched online conversations in Arabic (2012 – 2014)

Live webinars in Arabic (beginning 2015)

 

Campaign Accompaniment using Strategic Effectiveness Method

New Tactics provides accompaniment and small grants to selected trainers completing ToT. Our Stories and Victories share how MENA activists have effectively used the 5 Step Method in their advocacy. The Jordanian Civic Activists Toolkit features twelve campaigns in Jordan.

2019
2019 – 2024

Interactive Online Tactical Mapping Tool (2019)

The tactical mapping tool has long been a part of the 5 Step Strategic Effectiveness Method. The online tool makes it possible to collaboratively develop, track and monitor human rights campaigns.

 

Online Training for Strategic Effectiveness Method (2019)

New Tactics had already conducted 6-week online courses (English / Arabic) in the Strategic Effectiveness Method before the COVID pandemic shut-downs. New Tactics continues to use the online training course in a hybrid fashion.
